Rotator Program Director). At NSF, Dr. Lin led the CCSS program, managed several cross-cutting programs involving wireless, spectrum, semiconductor, security, machine learning, and worked on new initiatives in these areas. He was also a member of Wireless Spectrum R&D Interagency Working Group (WSRD) under NITRD, involving with coordination and planning of strategic priorities. He continued to serve at NSF for close to the maximum term of 4 years, and returned to UF for full-time research and teaching in August 2020. In September 2021, he was appointed as an Expert for the NSF ECCS CCSS program. He joined NSF as a full-time program director on January 30, 2022.

Research

Dr. Lin’s research interests include sensors and biomedical applications of microwave and millimeter-wave technologies, wireless energy transfer and conversion, RF system-on-chip integration, and integrated antennas. In particular, his research has been focusing on wireless power and biomedical radar. In addition, he has been working with his collaborators to develop a rapid bio-sensing technology for detecting troponin, SARS-CoV-2, or other biomarkers. Dr. Lin has authored or co-authored more than 300 technical publications in refereed journals and conference proceedings. He holds 23 patents and has several other patent applications. Several of his patents have been licensed. He gave more than 100 invited talks (including keynotes, seminars, tutorials, workshops) in conferences and to universities and industry. An updated list of his publications and patents can be found on Google Scholar. The list of publications can also be found using his ORCID ID, or his Scopus author profile. Since joining University of Florida, he has graduated 29 PhD students.

Teaching

Dr. Lin’s past graduate and undergraduate teaching covered electronic circuits, antennas, RF electronics, RF circuits and systems. He taught EEL4461/5462 Antenna Systems/Advanced Antenna Systems multiple times since 2006. This course covers theory, analysis, and design of various types of antennas and their applications in wireless systems. ANSYS HFSS is used as the electromagnetic simulation tool to design and simulate the antennas. He taught EEE6374 RF Circuits and Systems multiple times since 2003. EEE6374 covers multiple practical aspects from spectrum regulation and standards to physical layer transceiver hardware and design specs. The objective is to let students learn how the wireless system standards evolved, how to design a transceiver satisfying system specifications, how the spectrum regulations affect the wireless technology development, and what to expect for the future research and development of wireless technologies and applications. Because of its unique coverage of multiple subjects related to RF and the course materials not from conventional textbooks, EEE6374 does not require a textbook and will use lecture notes updated every year with newest trends in RF.

Before joining UF and while working in Bell Labs, Dr. Lin taught a short course on RFIC design and wireless communication systems for various groups in industry and academia, which eventually led to the development of EEE6374 he teaches in UF.

Professional Activities

Dr. Lin served as an elected IEEE Microwave Theory and Techniques Society (MTT-S) Administrative Committee (AdCom) voting member for two terms in 2006-2011, and served as the Chair of Technical Coordinating Committee 2010-2011, overseeing all technical committees and exploring new technical fields. He was an Associate Editor of the IEEE Transactions on Microwave Theory and Techniques from 2006 to 2010 and served as the Transactions’s Editor-in-Chief for the term 2014-2016. Dr. Lin has been a member of four MTT technical committees: Biological Effects and Medical Applications, Wireless Communications, RFIC, and Wireless Energy Transfer and Conversion which he co-founded in 2011 and served as its chair in 2013-2015. He chaired the MTT-S Tatsuo Itoh Prize award subcommittee from 2019 to 2021 and the MTT-S Fellow Evaluating Committee from 2021 to 2022.
